Outlook hanging at startup or refusing to open is usually one of: a stuck process, a corrupt profile, a bad add-in, or the data file.

1. Confirm it's actually stuck

Sometimes Outlook is just slow to start with a large mailbox — give it 60 seconds. If after that there's nothing on screen, it's stuck.

Open Task Manager (Ctrl + Shift + Esc). Find any Outlook processes. End them all. Then try opening again.

2. Safe Mode

Outlook has a safe mode that skips add-ins and custom settings:

  1. Close Outlook completely (Task Manager again if needed)
  2. Hold Ctrl while clicking the Outlook icon
  3. Click Yes when asked about Safe Mode

If Outlook opens in safe mode but not normally, an add-in is the culprit. Go to File → Options → Add-ins → manage COM Add-ins → uncheck them all → restart. Re-enable one at a time to find the bad one.

3. Repair the Office install

Outlook is part of Office. Office has a built-in repair:

  1. Settings → Apps → Installed apps → search "Microsoft 365"
  2. Click the three dots → Modify
  3. Pick Quick Repair first (5 min, no internet needed)
  4. If that doesn't fix it, Online Repair (15-30 min, fixes deeper issues)

4. Outlook Data File (PST/OST)

If Outlook says "the data file is in use" or similar:

  • The OST file may be corrupt
  • Close Outlook completely
  • Navigate to %localappdata%\Microsoft\Outlook
  • Rename the .ost file (Outlook recreates a fresh one from the server)
  • Reopen Outlook — it'll re-sync, which can take minutes to hours depending on mailbox size

This is safe for Exchange/Microsoft 365 mailboxes; everything in your inbox is on the server.

5. New Outlook profile

Profiles can get corrupt. Create a fresh one:

  1. Close Outlook
  2. Control Panel → Mail → Show Profiles
  3. Add → give the new profile a name → walk through the wizard
  4. Set the new profile as default
  5. Open Outlook

The old profile is still there if you need to go back.

6. Try Outlook Web instead

While you troubleshoot, outlook.office.com gives you full email access from any browser. No setup needed — use your Microsoft 365 sign-in.

This is also a great sanity check: if web works but desktop doesn't, the issue is local; if both fail, your account itself has an issue.

7. "New Outlook" vs. "Classic Outlook"

Microsoft is migrating users to a new Outlook (which looks more like Outlook on the web). If you have both:

  • The toggle is in the top-right corner of Outlook
  • The new Outlook is simpler but has fewer features (no PST file support, fewer add-ins)
  • If you're stuck in the new one and an old workflow doesn't work, switch back

8. Update Office

Outlook bugs are fixed in updates. Check:

  • File → Office Account → Update Options → Update Now

When to ticket

Open a ticket if:

  • Safe Mode doesn't help
  • Online repair completes but Outlook still won't open
  • A new profile doesn't fix it
  • Outlook crashes within seconds of opening

Include the exact error message verbatim and what versions of Outlook and Windows you're on (File → Office Account shows them).
